An agreement on the China Telecom Yangtze River Delta Computing Hub project was signed on July 14 between the Rudong County People's Government and China Telecom Jiangsu Branch.

The project, with a planned investment of 30 billion yuan ($4.4 billion) and an IT scale exceeding 200 megawatts, aims to establish a large-scale green intelligent computing hub in the Yangtze River Delta.

Yangkou Port was selected as the project site for its abundant clean energy resources — including offshore wind, solar photovoltaics, and liquefied natural gas (LNG) cold energy — as well as ample land reserves, making it an ideal location for green computing infrastructure.

The initiative aligns with China's "East Data, West Computing" project. China Telecom Jiangsu Branch brings mature operational expertise in cloud computing, big data, artificial intelligence, computing networks, and data security, supported by core technologies including the national integrated big data center framework, the Xirang computing power scheduling platform, and the Xingchen large model system.

The partnership will focus on constructing high-standard, green intelligent computing centers, driving the clustering of regional computing facilities and related upstream and downstream industries, and establishing a benchmark for renewable energy consumption and efficient utilization in the Yangtze River Delta.

Beyond building computing infrastructure, the partners will work to integrate data from government agencies, industry and public services while supporting AI applications in smart ports, industrial parks and manufacturing. The computing hub will also help improve city management and accelerate the adoption of AI technologies across local industries.
