Chongchuan district, the main urban district of Nantong in East China's Jiangsu province, set up a district-level science and technology innovation committee at an investment promotion conference on Feb 26.

The committee aims to further coordinate innovation resources throughout Chongchuan, promote the construction of an influential innovation demonstration highland in the Yangtze River Delta, and strengthen the integration of the district into a core triangle development pattern of Shanghai-Suzhou-Nantong.

At the conference, the Implementation Opinions on Further Optimizing the Business Environment and Accelerating the Promotion of the Central City's Primacy and the Three-year Action Plan (2021-23) for Optimizing the Business Environment were released.

The policies have a special emphasis on 12 measures designed to benefit enterprises to attract various resources to accumulate more quickly and improve Chongchuan's status as a central urban area.

In recent years, Chongchuan has launched a series of innovative upgrades to services, business development, supervision, and security. For example, it established its first district-level one-stop policy integration platform "Xingqitong" which has provided a cumulative support fund of 22.5 million yuan ($3.48 million) to enterprises in need.

In addition, a chief service officer (CSO) system was formed and fully implemented. It involves 489 CSOs who provide one-to-one specialized services to enterprises above designated size.

According to official data, the number of mega and major projects introduced in 2020 and their total investment amounts were 1.75 times and 3 times that of two years ago, and the number of newly-started mega and major projects was 2.25 times that of two years ago.

KPMG, PricewaterhouseCoopers, and Tesla all have a presence in Chongchuan, and a number of quality industrial projects are expected to promote the district's economic development to a higher level.
