New quality productive forces | Haimen rolls out updated policies to attract high-caliber talent

Haimen district in Nantong, Jiangsu province has recently introduced a new raft of talent policies to foster the deeper integration of the innovation, industrial, capital and talent chains.

According to the policy, authorities will channel more resources into attracting and nurturing leading scientific and technological talent, with a grant of up to 13 million yuan ($1.79 million) provided to support breakthroughs in critical technologies.

Comprehensive support will also be offered in various aspects, including facility guarantees, loan interest subsidies, living allowances, housing subsidies, housing security, financial support, enterprise listing, enterprise growth, and tax incentives.

The policies also specify standards for one-time transportation and accommodation subsidies, extend the duration of stays at youth hostels, provide job opportunities, ensure housing security, offer categorized subsidies, and reward competition achievements.

Additionally, the policies provide one-stop services for talent, covering aspects such as work and living arrangements, marriage and social connections, children's education, and elderly care for parents.

Authorities will also establish a multi-tiered housing supply system, ranging from a bed to a room and ultimately to an apartment.

These initiatives aim to provide the necessary talent support for the development of new productive forces and the transformation and upgrading of the district’s traditional advantageous industries, according to authorities.

To date, Haimen has successfully attracted and nurtured 145 national-level talents and 123 at the provincial-level.
