Jiebei village in Tongzhou district – administered by Nantong city in East China's Jiangsu province – is one of the few "overseas Chinese villages" in the province, home to over 160 overseas Chinese businessmen and more than 500 of their family members.

In recent years, Jiebei has advanced its rural revitalization by means of its overseas Chinese businessmen and businesswomen. It has persuaded a large number of them to return home to start up more than 20 ventures, with total investments topping 500 million yuan ($78.5 million).

In addition to effectively solving the employment problems of local and surrounding villagers, these companies have also driven the development of industries including spinning, fabrics, packaging and logistics.

Huang Guopei, general Party branch secretary of Jiebei village, is one of the first overseas Chinese businessmen to have returned to his village. His company in Serbia is still engaged in home textiles products, curtains and cloth and conducts trade worth nearly 40 million yuan annually.

But in response to the call from his hometown, Huang handed over the flourishing business to his family members and went back home to lead more people to prosperity.

In addition to doing a great job in handling village affairs, Huang also provides guidance for local entrepreneurs to go abroad. Li Yuanyuan, one of the villagers who gained experience from Huang, is now starting up enterprises in Africa, in both Namibia and Ethiopia.

In order to set returnees at their ease, Jiebei village founded a "home of overseas Chinese" in 2018.

It helps them solve the worries of their children's admission to school, the employment of family members and medical treatment for the elderly during the course of starting up a business.
