Chongchuan district delivers govt service more wisely

Chongchuan district took the lead in Jiangsu province's Nantong to introduce a work breakdown system that provides more efficient and faster governmental services.

The "granulation" system, as it is called, divides administrative powers and public service matters important to the public into smaller ones for easier processing.

"In the past, I often forgot required materials or brought wrong ones, so I sometimes had to pay two or three visits to get just one thing done," said Mr Ma, who came to the Chongchuan Government Service Hall to apply for "registration of limited companies and its branches".

Ma Linyu, a staff member of the service hall, said that previously people had to supply photos and other materials before they could fill in the required detailed templates. If there was something missing they had to make another trip.

But now, everything runs much more smoothly because of the new system.

Through the double-sided screens placed in the hall citizens can select the required matters then enter the operation page to choose the subdivided matters. In just 20 seconds, a "tailor-made" material list and QR code will be automatically generated that significantly reduces waiting time for people and improves the overall utilization rate of service windows.

According to an official, 10 high-frequency items such as registration of a limited company or sole proprietorship and its branches, and application for supplementary business licenses, were selected and included into the system. They were further divided into 32 very convenient smaller business items.

In the future, Chongchuan district will continue its service efforts to achieve the goal of "at most one visit" and uniformly deploy and organize the implementation of the reform in the whole district.

In accordance with the principle of "cut down unnecessary procedures and reduce redundant links as much as possible," Chongchuan is striving to achieve better processes with simpler materials, fewer links, shorter time, and lower costs.
