The project was funded and constructed by Nantong Yangkou Port City Development Co Ltd, with investment of about 10 million yuan ($1.5 million) and an area of about 1.33 hectares. The project adopted a layout structure of "one heart, two wings and green enclosure".

The center is a sculpture fountain with water features, the two wings are public activity squares, and the surrounding green landscape of trees forms a combination of open and private space. Soft green space and hard pavement complement each other. It is a large square integrating walking, leisure and viewing. The project is now in use.
