The project is funded by investment of more than 10 billion yuan ($1.5 billion) from Jiangsu Yangkou Port Aviation Industrial Park Co Ltd. The land area covers roughly 3.6 square kilometers, and is divided into a general airport, a general aircraft factory, and Huanghai Aviation Town which has a planning area of 1.8 sq km.

Yellow Sea Aviation Town will be connected to the general airport and the aircraft factory by the runway. Private planes can be driven directly to the area. Currently, the project is under planning.
