Rugao unveils new talent policy to attract young professionals

Rugao has released its Talent Policy 3.0, which will take effect on Jan 1, 2026, introducing a stronger package of incentives aimed at attracting high-level experts, supporting young entrepreneurs, and encouraging graduates to build careers in the city.

Under the new policy, top-tier talent — including academicians from the Chinese Academy of Sciences and Engineering and from developed countries — may receive up to 30 million yuan ($4.25 million) in comprehensive support and 3 million yuan in individual subsidies, with no upper limit for major breakthrough projects.

Talent-led companies can access up to 500 square meters of office, R&D, or production space, with full rent subsidies for the first three years and 50 percent subsidies in the fourth and fifth years.

The policy also increases support for young entrepreneurship. College graduates starting a business for the first time may apply for one-time startup subsidies, employment-creation subsidies, and interest-subsidized loans of up to 3 million yuan. Young innovators who win awards in national-level competitions can receive up to 300,000 yuan.

To encourage more young talent to work in Rugao, the city will offer transportation subsidies of up to 1,000 yuan for students and 2,000 yuan for teachers, along with up to seven days of free accommodation and meals. Job-seeking graduates may apply for free lodging or travel subsidies, while universities and institutes recommending candidates may receive 1,000 yuan per person.

Postdoctoral researchers joining certified workstations may receive living allowances of up to 6,000 yuan per month. Eligible full-time PhD, master's, bachelor's, and junior college graduates will receive monthly allowances of 4,000 yuan, 2,000 yuan, 1,000 yuan, and 500 yuan respectively. Those who purchase a new commercial home for self-use during the subsidy period may extend their allowance for up to two additional years.

The new policy is closely aligned with Rugao's industrial development needs and is designed to further strengthen the local innovation ecosystem. The new measures are expected to provide strong intellectual support for the city's long-term growth.
