Hai'an is a land of vigorous modern industries. It has forged four dominant industries, namely trendy chinlon, other modern textiles, new materials and equipment manufacturing and built the four emerging industries of robots, environmental protection, new energy and new energy vehicles (accessories), and aeronautical, space and smart equipment. The overall design is "4+4+N": four emerging industries, four pillar industries, and new programs in biomedicine and agricultural by-products.

Hai'an's modern service industry is developing rapidly, and a comprehensive logistics system has been set up integrating highways, railways and fairways. The city has been listed as a national demonstration area of modern agriculture. Its construction industry is also surging, and it has won 35 Luban Prizes for its construction projects.

The scientific and technological talents strategy will be earnestly implemented. One state-level research center for engineering technology and two state-level centers for enterprise technology have been set up. The coverage rate of medium-large industrial enterprises research and development institutes has reached up to 95 percent, with 149 national high-tech enterprises now in the area supported by 21 institutes for enterprises. The output value of high-tech industries currently accounts for 49.98 percent of that of the traditional industries. The four characteristic industrial bases, namely the elevator equipment of the China Torch Program, building materials machinery, forging and pressing equipment and magnetic materials, have been established successively.
