Rugao further promotes one integrated license reform

Rugao, a county-level city administered by Nantong, East China's Jiangsu province, held a press conference on Dec 28 to further promote the reform of one integrated license.

The reform of "one integrated license" means integrating multiple licenses involved in the access of an industry into a single comprehensive business license. Enterprises will be able to do business with just one license.

The "one integrated license" can broaden market access, significantly reduce the costs of industry access and help foster a world-class business environment.

The city has already promoted its trial implementation in 20 industries, including restaurants, pharmacies, hotels and supermarkets.

On average, the number of approval procedures for each industry is reduced by 90 percent, the number of application materials is reduced by 47 percent, and approval time is reduced by 88 percent.

For example, preparation time for opening a pharmacy is reduced from 25 working days to just 5 working days.

In addition, the government prepares the first set of official seals for all newly established enterprises, which is expected to save about 2.4 million yuan ($376,821) in costs for enterprises every year.

Next, the administrative examination and approval authority will continue to promote the reform, covering more industries and fields, so that more enterprises and the public will be benefited.
