Hai'an starts issuing online medical bills
The Hai'an High-tech Industrial Development Zone central health center and the Hai'an TCM Hospital issued their first online medical invoices respectively on Jan 18, marking a further key reform of the medical system of the county-level city administered by Nantong in East China's Jiangsu province.
The "three-in-one" electronic management mode involves an automatic code assignment, as well as automatic generation and automatic write-off of fiscal bills.
It is seen an important measure for Hai'an to further its streamlining of administration and delegation of power, as well as improving regulations and upgrading services and promoting the integration of the internet and government services.
After payment, patients can print the bills out at special windows or self-service machines by the way of following the hospital's WeChat account, or using mobile phones to scan the QR code of the receipt.
The city first initiated online bills in 2019 and adopted a national unified version using 14 categories of online bills and machine-printed bills for non-tax revenue, settlement of transactions, donations and other uses throughout the city.
The Hai'an Municipal Health Commission and the municipal TCM hospital have completed the establishment of the medical online invoice management platform and put it into operation, covering the city's tertiary hospitals and secondary and lower medical institutions.
