Management of the floating population has been improved and illegal behaviors that obstruct workers' smooth return to work will be strictly punished, in order to maintain an orderly market. 

The local public security bureau will operate with education and health departments to ensure the security of the return to school. Transport security will also be strengthened with the help of road regulations issued in several innovative ways.
