In the 1920's and 30's, Nantong, Haimen, Rugao and Taixing were vital regions under the control of the Kuomintang. The 14th front army of the Chinese Workers' and Peasants' Red Army organized in early 1930 was the only element of the Red Army in Jiangsu province.

The 14th Front Army of the Chinese Workers’ and Peasants’ Red Army Museum is located at the southeast of Rugao, and covers an area of 296 mu (about 19.73 hectares) with a total investment of around 400 million yuan ($ 58.51 million). It consists of four parts: a memorial hall, a square, an educational pavilion for teenagers on the history of the Red Army, and an outdoor training base. The main building was designed by Professor Qi Kang, member of the Chinese Academy of Sciences, and the name of the museum was inscribed by Zhang Aiping, senior military officer of the 14th front army of the Red Army.
