The 45-square-kilometer Yuantuojiao Resort will be developed into a national-level tourist resort by 2022, serving as a leisure tourism demonstration area along the coast in East China.

1. Expand the industrial scale to reach 8 million visits in the resort's total annual tourist reception by 2022.

2. Optimize the functional layout. Based on the overall layout of "three centers, two axes, and four areas", the resort will strive to create a comprehensive tourism resort with tourism, leisure and vacations, as well as sports as its core functions.The resort will focus on building a theme park in its central section, as well as a coastal resort section in its east, an ecological wetland in its north, and a sports park section in its south.

3. Further develop industries like accommodation, catering, and leisure. The resort will build 30 accommodation facilities, with a total of 4,000 beds. It will also set up a total of more than 5,000 dining seats, create more than 20 daytime leisure activities and 10 nighttime leisure activities, as well as more than four themed routes for tourism and leisure activities by 2022.

4. Improve the public service system that meets leisure and vacation needs. By 2022, the resort will strive to build two tourism distribution centers, six tourist information desks, 20 tourism toilet areas, as well as 2,500 public parking spaces. It also aims to complete the establishment of a tourist identification system in the resort, as well as realize full wireless broadband network coverage.

5. Further optimize the ecological environment. The resort will strive to have the air environment quality in its core area reach national level II standard, have its noise quality meet the national class I standard, have its surface water quality meet national class III standard, as well as have its soil environmental quality reach national class II standard. It also strives to have a green coverage rate of more than 60 percent.

Yuantuojiao Resort follows a development plan of three centers, two axes and four areas.

Three centers:

1. Guest service center (south): Yuantuojiao comprehensive guest service center

2. Guest service center (north): Golden Beach guest service center

3. Town service center: a comprehensive town service center based on Sun Lake Park

Two axes:

1. Main axis: south-north

2. Tourism axis by river and sea

Four areas:

1. Seascape resort area

2. Idyllic landscape tourism resort area

3. Industrial service area

4. Tourism real estate development area
