Xue Jiping, a deputy to the National People's Congress and chairman of ZTT Group in Nantong, Jiangsu province, has exemplified a strong dedication to public service by offering strategic insights and practical solutions during the national two sessions.

Under his leadership, ZTT, a high-tech enterprise with a diverse portfolio spanning information and communication, smart grids, marine equipment, new energy, and the digital economy, has consistently scaled its operations and improved product quality.

By 2025, the group had added five national-level specialized and innovative "little giant" enterprises. In the same year, it received accolades such as the "World Class Winner" and the "Asia-Pacific Quality Organization International Best Practice" at the 30th APQO International Conference and achieved an annual operating revenue of 109.6 billion yuan ($15.93 billion).

Xue suggested integrating Rudong's "wind-solar-storage-hydrogen" initiative into the national hydrogen energy industry development plan. He advocated for establishing Jiangsu's "wind-solar-storage-hydrogen" as a hydrogen energy hub for the Yangtze River Delta, offering a strategic roadmap for the region's high-quality hydrogen energy development.

Beyond industrial development, Xue is also attentive to societal issues. He addressed concerns such as false advertising, inadequate quality control, and poor after-sales service in online live streaming by suggesting enhancements in legislation, stronger regulatory measures, and the promotion of industry self-discipline.

In response to the rising competition in education, he recommended strengthening the adolescent mental health service system through improved legal and policy frameworks, developing a diverse collaborative governance system, and enhancing family education guidance services.
