Hai'an, a county-level city in Nantong, Jiangsu province, is making efforts to create a better business environment in order to attract more investment and boost industrial development.

In June, the opening ceremony of the comprehensive service center of the Hai'an Chamber of Commerce was held. The center, together with a service center for the construction industry and a comprehensive service center for social governance, is part of reform practices of Hai'an and will become major forces serving for private enterprises in the county.

Hai'an has also provided subsidies for local enterprises to help them boost their technical reform and intelligent transformation.

For example, the government has set up an insurance compensation mechanism on technical reform which states that technical reform projects worth over 2 million yuan ($273,988) will receive a 50-percent subsidy when damage occurs to machines.

Thanks to the support of the local government, enterprises in the county are increasingly willing to engage in technical reform and intelligent transformation.

Take Jiangsu Tiemao Glass Co Ltd for example. The firm's annual investment in fixed assets exceeded 100 million yuan.

Last year, the company was included in the list of national demonstration enterprises for technical innovation, the only one in Nantong.

In the first half of this year, the output value of industries above the designated size in the county reached 119 billion yuan, an increase of 12.4 percent year-on-year.
