Haimen takes measures to attract talent, innovation projects
Authorities in Haimen district in Nantong, East China's Jiangsu province have in recent years been making efforts to attract more high-caliber talent and innovation projects to the district.
Efforts include holding road shows and innovation and venture contests, providing financial support, rolling out favorable policies, establishing innovation platforms, and improving government services.
Xi Yan, founder of Jiangsu First-Imaging Medical Equipment Co, said that he submitted an innovation project to the district's innovation and venture contest in 2018 and received subsidies worth 2 million yuan ($283,554.3).
Xi added that he became a member of the district's innovation team in 2019 and received 3 million yuan in subsidies. The financial support strengthened his confidence in starting a business in Haimen.
Authorities have also unveiled 35 talent policies to provide up to 10 million yuan in funds, 20 million yuan in equity investments, 3 million yuan in housing subsidies and 10,000 yuan in post allowances per month to high-caliber talent, according to Yang Jianghua, head of the organizing department of the Haimen Party committee.
Three hundred and five projects have benefitted from the policies and received more than 500 million yuan in subsidies.
Haimen has established 17 innovation platforms, of which two are national incubators, three are national hacker spaces and 12 are provincial hacker spaces.
The high-caliber talent has injected great vitality into Haimen's industries, helping the output value of the district's enterprises above designated size exceed 130 billion yuan in 2022.
In addition, authorities have implemented a series of measures, including setting up a talent service alliance, opening service hotlines in towns, building talent apartments, and providing up to 14 days of free accommodation to college graduates, to attract more top talent.
The district is currently home to 136 national talents and 109 provincial talents and was listed as a provincial demonstration district for technological innovation in April.
