Hai'an, a county-level city administered by Nantong in East China's Jiangsu province, has proposed becoming a satellite city of Shanghai, local media recently reported.

Hai'an will accept high-end industrial projects from Shanghai, and by cooperating with Shanghai (Yangpu) Industrial Park and Shanghai (Fengxian) Industrial Park, it will integrate into the division of labor system in Shanghai and southern Jiangsu.

The Shanghai Yangpu (Hai'an) Industrial Park and Shanghai Fengxian (Hai'an) Industrial Park were inaugurated in 2009 and 2012, respectively, with a combined 15 businesses operating in the parks.

Hai'an aims to become the place where scientific innovation in Shanghai is put to use. Local enterprises will be encouraged to seek cooperation with universities, institutes and science parks in Shanghai and build research platforms in the city to attract more research and development personnel.

Hai'an will also serve as the transshipment place for cold-chain products in Shanghai. The Hai'an Commerce and Trade Logistics Industrial Park has established six distributions centers for nonferrous metals, plastic raw materials, and other materials.

In addition, the second phase of the bonded logistics center in the industrial park will start operating soon as the 40,000-square meter warehouse, which is capable of handling 15,000 metric tons of imported cold-chain products, has completed debugging.
