Haimen issues policies to attract talent

Haimen district in Nantong, East China's Jiangsu province, has implemented 35 policies to attract talent from around the world, local media reported on May 26.

To date, Haimen boasts over 230,000 talents, including 67 academicians and experts of the Chinese Academy of Sciences.

The new policies have established a support system for talent, including project funding, living allowances, subsidized loans and salary-incentive mechanisms.

Top talent who meet the needs of industrial development in the district can receive a project funding of up to 10 million yuan ($1.48 million), a policy-based equity investment of 20 million yuan, a monthly living allowance of 10 million yuan for three years and a housing subsidy of 3 million yuan.

Full-time junior college graduates or senior skilled talent who come to the district for employment or to start a business for the first time can also receive a monthly allowance of 500 yuan, while undergraduate students can receive a monthly allowance of 1,000 yuan.

The allowance for people with master's or doctoral degrees is 3,000 yuan and 6,000 yuan per month, respectively, and they can enjoy housing subsidies of 150,000-600,000 yuan.

In addition, an investment fund of 100 million yuan has been set up to support talent in innovation and entrepreneurship. An investment of 1-5 million yuan will also be given to science and technology entrepreneurship projects in the district.
