Hai'an announces public works projects for 2022

An ambitious 2022 public works program was recently announced for Hai'an – a county-level city administered by Nantong city in East China's Jiangsu province.

Deputies of the Hai'an municipal people's congress canvassed 15 major public works projects for the year – involving education, transportation, employment, healthcare and culture for the year – on Jan 14.

The projects were itemized during the third plenary of the first session of the 17th Hai'an Municipal People's Congress.

The essential details of the projects are as follows:

1. Employment and entrepreneurship

Jobs will be provided to 10,000 individuals in the urban area, while 90 talent recruitment activities providing 11,000 positions will be held and support funds for a Hai'an Talent program of some 10 million yuan ($1.58 million) will be used.

2. Assistance to poor, weak and disabled

Assistance equipment will be given to 600 disabled people at no charge, while 180 disabled children will have access to basic rehabilitation services. Home care services will be provided for 100 families in severe poverty with disabled people and a comprehensive service center for the disabled will be built.

3. Old-age support improvements

A nursing center for the elderly with disabilities and Alzheimer's disease will be renovated and 100 nursing beds will be added, while a nursing institution and 300 beds for the aged will be added.

4. Assistance for farmers

Ten smart and unattended depositories for agricultural products will be built; 1,000 professional farmers will be trained; a municipal e-commerce public service center will be built and five e-commerce service stations at the town level and 85 at the village level will be constructed.

5. People-oriented government service

The applications scope for smart and convenient registration of business entities will be expanded to sub-districts and towns; a real estate registration service will be optimized.

6. Basic education

Service centers for women's and children's mental health at the municipal, town and village levels will be built; two primary school campuses will be built; upgrades of several schools in the city will be carried out; inclusive childcare institutions will be built.

7. Culture, sports for general public

Two 24-hour city libraries and two sports venues equipped with 300 fitness facilities will be established.

8. Medical services improvements

Two standardized fever clinics will be built in the Binhai New Area and in Yazhou town; office and diagnosis and treatment facilities and equipment for 225 village clinics and community health service stations will be updated; 100 doctors in rural areas will get access to training to improve their skills.

9. People-benefit housing projects

A total of 2,800 apartments for the relocation of people will be built; 300 flats for talent and 600 flats for young people will be constructed; 900 5G base stations will be added or upgraded.

10. Urban renewal projects

Renovations will be conducted of 22 old residential communities, covering some 590,000 square meters and benefitting some 5,500 households.

11. Convenient transportation

Forty bridges in rural areas will be renovated; lights will be installed in 150 kilometers of rural highways; 2,000 parking spots will be added in Hai'an's urban areas.

12. Water conservation

Environment of 20 rivers in rural areas will be improved.

13. Legal aid

At least 1,300 legal aid cases will be handled.

14. Public safety

Charging piles for electric bicycles covering a total area of 15,000 square meters will be installed in residential communities with high-rise buildings; 1,000 outdoor charging piles will be added in old residential communities; 5,000 family rescue packages will be handed out.

15. Environmental upgrade

Sewage collection and treatment facilities will be built and 40 kilometers of sewage pipes in rural area will be installed; toilets in 8,000 farmer households will be renovated and a series of eco-friendly projects will be undertaken in several Hai'an industrial parks.
