“Hai’an will strive to make technology drive the developments of industries, economy and regions,” said Gu Guobiao, the secretary of the party committee of Hai’an, adding that Hai’an will carry out a three-year action to improve the innovation capability of enterprises. It will add 200 high-quality projects and 60 key achievement transformation projects every year. The city intends to attract an annual influx of more than 30 hi-tech enterprises, and will support leading enterprises seeking high-end talent teams for development of first-class products both at home and abroad.

It will accelerate the construction of innovation platforms by yearly increases of more than ten provincial research and development (R&D) institutions. It will also build seven specialized parks for modern textiles, electronic information, robots and intelligent manufacturing, and construct sub-centers for growth of defense technologies at academies such as Harbin Institute of Technology, Beihang University and Nanjing University of Science and Technology.

Hai’an has released an attractive “20 new policies for talents”. Domestic and foreign academicians and other top talents coming to Hai'an for innovation and operation of startups can get subsidies of up to 60 million yuan, and enterprises joining with Hai’an local businesses can receive incentive funding.
