In recent years, Binhai New Area in Hai'an has fully implemented the "river chief" model to promote ecological development and boost rural vitalization. The district has created a coordinated approach to river protection that actively involves Party members, local residents, and volunteers.

A key initiative is the establishment of eight Party-member river protection teams consisting of over 200 members who regularly conduct river patrols and clean-up activities. These efforts are complemented by ongoing public awareness campaigns in villages, schools, and businesses, promoting water conservation and environmental protection.

At the heart of this initiative is the use of a network model where river chiefs, specialized personnel, and Party members work together to monitor and maintain 20 rural rivers. This comprehensive approach has led to more than 10 clean-up operations this year, tackling issues such as illegal sand mining, waste dumping, and pollution from livestock farms.

Binhai New Area has also organized over 30 themed volunteer activities. The district's commitment to sustainable development is helping to create clean rivers, vibrant ecosystems, and prosperous rural communities, ensuring a lasting impact on both the environment and local livelihoods.
