The legend about a white dragon with horns spread in Lixiahe area, Duntou town in Hai'an, a county-level city in Nantong.

In ancient times, due to low-lying landforms and tidal backflow, the more than 200,000 mu (13,333.33 hectares) of grassland beside Qiuhu village was usually flooded during the rainy season each year and Qiuhu village itself is surrounded by three vast stretches of lakes. Therefore, it easily produced water spouts.

Local residents believed that such a natural phenomenon is the white dragon with horns making its power felt. The dragon will protect the person who does good deeds and ensure his or her household will have a good harvest.

Duntou town now has become a land of fish and rice where residents live and work in peace and contentment and the legend has become a part of local folk culture. In March, temple fairs are organized for locals to have some chitchat and send blessings to each other. The white dragon with horns has become the town's logo.
