Three companies that are moving their operations to the life health industrial park in the City North Hi-Tech Zone – located in the Chongchuan district of Nantong in East China's Jiangsu province – broke ground on their projects on Dec 24, only a day after they completed transactions for their land.
Moving things along smartly was a new "commencement upon land transaction" service model that is the result of cooperation between the departments of natural resources and planning in Chongchuan.
Before the three plots of land were listed as available for transactions, the Chongchuan branches of the Nantong natural resources and planning bureaus established two special service teams in charge of the land use and planning reviews of projects – to provide efficient and speedy services in the whole process of landing new ventures.
Through pro-active interventions in advance, initiative services, information sharing and departmental cooperation, the service teams reduced the time required to go through the approval procedures for land use from 10 working days to just two hours.
Measures were also taken to greatly shorten the time required to finish the review process for project planning.
