A notice on services for the general public during the Spring Festival was issued by the Jiangsu provincial Party committee and government recently, in which it was proposed that the opening hours of public places such as libraries and indoor stadiums must be guaranteed, to satisfy the cultural and sporting needs of locals.

During the Spring Festival holiday, the Qidong Library – in the county level city of Qidong in East China's Jiangsu province – will be open from 9am to 11 am and from 2pm to 4pm. In a bid to observe COVID-19 prevention and control measures, the library will limit the flow of people, for the safety of visitors.

In addition, reading events held regularly in previous years will now be staged both online as well as on site, enabling readers to participate from home.

"Qidong Library will open to public as normal during the Spring Festival and carry out small-scale reading activities on the premise of doing a good job in epidemic prevention and control," said Gu Lei, deputy head of the Qidong Library.

In addition to the library, the Qidong Stadium will be open at no charge on the afternoons of Feb 15-17 and will resume normal operations on Feb 18. Before entering the stadium, people must undertake procedures including temperature measurements, disinfection with ethyl alcohol and checking health QR codes.

"Ventilation, disinfection and cleaning are to be carried out by the staff for each activity area in the stadium," said Zhang Xiaohong, head of Qidong Stadium.

"Measures such as temperature measurements, disinfections and checking health QR codes are to be strictly implemented on visitors, to ensure that there is no blind spot in our epidemic prevention and control."
